The past twenty-five years have seen a surprising unraveling of order: The rules, policies, and instructions that have guided us since World War II have largely run their course. Richard Haass argues that the world needs an updated operating system - call it world order 2.0 - that takes into account the need for a new American foreign policy in a changing twenty-first century.
